If you are having trouble creating an account and you have paid dues in the past, it is possible that your user data that was imported from the previous system is not correct.
It may take an extended amount of time before you receive a response from submitting a comment. All support through this comment submission is handled by two volunteer individuals who, while they would love to handle all questions for the entire United States, simply do not have the luxury of time to do so.
